Us there and item or affix for rogue to have blind chance
You can blind opponents and enemies using skills such as Vault and Smoke Bomb. Both have the ability to blind enemies on contact when you activate the skill.
Side note: Also Vanish Mythic but Stealth isn’t worth it in arena because it only lasts one second and you can’t dodge 100% by stealth in arena since you need 50% dodge to be doubled. However the dodge cap is 24% in arena so it would only be 48% dodge at most. Vanish mythic gives stealth and blinds enemies. The blind enemies still works on Vanish Mythic but not worth the affix slot imo for pvp.
