NO…BUT all the Hero Skill Affixes are Usable (ex. STR,DEX,INT +10 Taunt) but in Arena it is just not usable because of Stat Decrease… +10 will become +2 only in Arena.
Or 3+ sometimes. I do remember getting +10 to +3 sometimes and sometimes +2 actually. You should be getting +3 though from +10 because you normally get +2 from +5 .
Like how sometimes with +20 torrent in eternal item , you get 6+ torrent hero point in arena which was the OP stuff for CV at the time in Divination Amulet or +4 torrent.
