Why is it always Draw ? 
If the match timer runs out you will draw 
But the AI’s HPs are not moving 
Then they have extreme regen or massive HP that you aren’t able to get through
Is it normal that you can’t view the gears of heroes in eternal league?
Yes all eternal league players have their gear hidden
So my gears are hidden now I’m in eternal league? And I can’t view others even I’m also in eternal league?
Yes your gear is hidden from everyone but you once you’re in eternal league this even goes for other eternal league players
