Is it possible to get sets via Amethyst if you haven’t unlocked the set yet? I was planning on getting the Shadows set for a skull but I haven’t unlocked the said set yet on the Legendex. Thank you!

Yes, you can get a variety of Set Affix from using Amethyst regardless if you have obtained a gear with a Set Affix you want/need or not. But, you can only get the ones that Amethyst allows you to get. Some examples of unobtainable Set Affix are Defiant, Eternalized and Crystalline.
I am not certain if Shadows is acquireable via Amethyst AFAIK.

Its not acquireable on Amethyst so it falls into the unobtainable. The grind it till you make it or dust on floor 1000+.
