I have a CosmicOrb staff …
(1) mythical +46 mythologyit has no other affixes yet, are those three above listed safe from the “fizzle effect”? if so, should I only be using topaz + for this?

nothing is safe from fizzle.

Just dont use it if you want to suddenly lose an affix.

Note that you don’t know what “fizzle” means.
When using Angelite (Enchant), there are three possible outcomes:
Fail - The last affix applied to the item is removed. normally the bottom one, but I’m not sure how affix sorting affects this.
Fizzle - This is the “neutral” one – No affixes are added nor remove.
Success - A random normal or epic affix is added. An interesting thing to note is that when applying the last affix to an item, having a successful enchant will always add an epic affix. That’s why epic items are “epic” – they always have an epic affix just like legends have legends have legend affixes and crystal items have crystal affixes.
