if I use a offhand skill , toss for example , which weapon would the skill take the damage account of ? the offhand weapon , the main or all the damage ( main base damage + OH base damage + affixes and talents of all your character’s equipment and heroic skills ) ?

offhand skills uses offhand weapons. you can increase offhand weapon damage by having the supporting affixes to it.

you mean the affixes of the OH weapon only ? or will the MH weapon and the armor affixes can also affect the offhand skill damage ?

every affix you can afford to boost that damage.
