It seems to me that anything, even an instakill, could hardly be deemed op at only a 5% proc rate. That’s just my opinion though.[/quote]
On paper yes. Maybe not too op. But did you tried it? Give some feedback after you have tried using it personally. It would helped

Xplosive is over power i dont know but when i lure so many monster overpower instantly work. What’s that mean many monster the higher the chance it work and can do damge billion+
