Green Item and Blue item?

hello,
I’m not new for this game, but there are something that I want to ask.
-What is “Green” bordered item and What is “Blue” bordered item?.
-Tell me the difference between them.

If u mean the backgroundcolor with bordered then the tier list would be:

white = common
blue = magic
rare = yellow
orange = epic
red = legendary
cyan = crystal affix on legendary
green = eternal ( 50% quality / crystals wont work except Jasper,Calcite and Garnet)
grenn with cyan affix = crystal eternal

You can also use topaz on eternal items, at least on Etetnal Fabled Blade and Helm.

If you don’t need eternal and Crystal items converting is the best option then.
