I can not buy slot for a new character and I can not check arena leaderboard. It always says check connection.
Welcome to DQ. Sounds like you have a dodgy internet connection. Try using a free public Wi-Fi network and try purchasing there. Go to setting on device and look at internet access options when you are out and about.
If you cannot purchase a slot it may be because you already have one and need to restore your purchases.
Start DQ
Press options on the main menu
Press social/iap button
Press restore purchase.
