I think there is a bug in insight talent of wizards

It shows here that my dodge is 41% but when i add them all plus the insight talent, it should be 49.5%

My insight talent at 38 gives 9.5% dodge,
My helm with 30%dodge crystal affix,
Plus the natural 10% dodge,

9.5%(insight) + 30%(helm) + 10%(natural dodge) = 49.5%(supposedly) but it’s not thus giving it only +1%dodge on insight

The default 10% dodge any character will have, even when you first start.
