I’m not sure of this is intended or bug; anyways.
After killing Cartographer; the Sky Fall effect stops.
However; if you bump into other bosses (like Elites) the effect will reoccur.
I believe it is by design.
Reapplication of Skyfall affix upon death seems like by design too. It’s been like that since long ago.
