I have 20/23 but it won’t move up and I’ve gotten them all like 6 times.
The codex is very buggy as well.
Even if you have completed everything, things will frequently disappear.

What are you talking about? The page clearly says there are 23 different feats.
The arrow buttons on the bottom of the codex were buggy for me, intill this morning. So I never got to see past the first 5 feats, legendex, dictionary, mythicstone, etc.
Does Slow Projectile affix slow all projectiles cast by me or by everyone (me, my hireling and enemies)?
In the case that it slows ALL projectiles cast: If me and enemy in Arena both have Slow Projectile, does it stack?
Affixes only ever affects yourself unless it states otherwise.
HP affixes for example only gives you HP and no one else.

Yes jaspers are incredibly useful as they allow you too convert gear between classes

Question about druidic bonus.
Do you really need to equip 4 druidics because the +set affix/stone seems to not work.
Yes all of the set bonuses that require a specific number of a set require you to actually have them on gear it deserves a rebalancing in the near future
Is skull shield supposed to be affected by multi attack and attack speed? And why are the caps shown different than they actually are in the stat pages? Says my elemental critical cap is 40% on one page. But on another is shows me having 75%? This doesn’t make any sense on the caps to me.
