, it is used to improve the quality of your item 25% is the Max, it can only be applied up to legend items, cause eternals have 50% fixed item quality
Quality is necesary for something especial

It improves your damage, and help you to have a chance to max your affixes with diamond much easier, cuase if the quality of your item isn’t in Max, your going to have a hard time maxing your legend and cyan affixes. And it is included in the formula of DPS in the codex dictionary.
