I used the Crystal Amber to change the special skill from my Hammer to Throw sword and when i fight it is Charge.
Check to see if you have Battle Mage set affix in your gear. That will make your MH primary charge and secondary Whirlwind.

No problem. These things don’t make sense sometimes until you ask. When you have BM set, it does not matter what you change the MH secondary to - it will always be charge and whirlwind. Don’t hesitate to ask in the future.
