Is blistering enchantable with Ruby or only findable on a piece of gear? And which sets aren’t enchantable with amethyst?
Legend Affixes section, look at the graph, the ones with X on ROLL is enchant-able and ones with X only on LOOT are mostly on looted rare legends.

(Class set exclusives like Rage/Momentum/etc) You have to use a specific class to attain it
Example
Warrior exclusive set Rage and Momentum
Rouge exclusive set Deadly Arts
