Elements (5) gives a +37.5% chance to have your Skill cast a second time a second later with a different Element. it also increases your Element Resists +37.5%.
more DPS and the benefit of different Element effects for Characters with One Element Builds. the Element Resist is better for PVP than the higher floors of PVE.
