is it really randomly selected “cyan affix” on this Warrior gear? At first I thought “cyan Block” could only exist in OH
I change My char from warrior to rouge
And really need guide to improve it

for Items with affixes on the Crystal Affix list, there is a 1% chance (I think it’s 1%) for one of those affixes to be Crystal (Cyan). so as far as that goes, it is random. you can increase the chance for Crystal Affixes with Treasured Perk and Crystalline Set.
Block can only be rolled on OH Weapons of any Class.
Warrior has 2(?) MH Weapon with Block, 1 Chest (Indra’s Boon), 1 Head, and 1 Ring with Block. there are a lot of Warrior OH with Block on them. so if Wizard or Rogue want to have Block on an Item that isn’t an OH Weapon, you have to Jasper it from one of those Warrior Items.
