The question is, why would there be a HP Regen affix on this pet when Vampiric Touch makes HP Regen = 0 ??

why not?
except for the Merlin Imp and the Set affix on all of the other Legend/Eternal Pets, all of the Epic affixes are random. that’s why you can also get Talent affixes you can’t use from another Class.
it’s also a decent Pet for a Wizard Sword build, except for the HP Regen and +5k Armor.
