If I wear the crystalline set while converting things is there a chance I will get higher rated crystals?

No, Crystalline Set only works to help find Crystals & Crystal Items.
It’s been awhile since I actually tested it, but I think high Luck, and maybe being on Floor 500, will give a better chance for getting higher Tier Crystals when Converting Items to Crystals. from what I can see, I get better results when converting Items with my Farm Build equipped than with my Floor Climbing Build.
