Any ideas is this weapon is any good for pvp or pve?

Both good at pve/pvp
Do dex apply in PvP? What about Dmg to elites?
Damage to elites does apply to players, they are classed as magic rarity or above note 100% sure but i know they are affected
Your hero points themselves do not. However, when there is a hero point buff on an item, that does apply.
I see. How about Skill Hero points like Guidedshot or Stealth?
They all function in arena if the item adds to it.
