I got my heroic to lvl 21 after check every dictionary but only 9 when i clean game data to play other class (both of them didn’t hit lvl 15 yet). is it a bug? or I’m missing something?

Hero Levels are specific for each Character, they don’t transfer between Characters, and Deleting a Character starts you at Hero Level 1 when you create a new Character.
experience for Hero Levels for clearing the Codex are global and apply to the Character that is being used at that time.
