Weapon DMG only affects the weapon it is on and can only be placed on weapons. so if it is on your MH, your OH damage isn’t boosted. doesn’t matter what the element is.
Elemental DMG can be on any item or weapon, and affects any weapon with the same Element. so if you have +100% Ice DMG on Chest and your MH is Ice and OH is Poison, your MH gets a +100% boost to damage because they are the same element. if both weapon are Ice, then both of them get the +100% Ice DMG boost.

no problem. another thing to be aware of when considering damage, as far as the affixes go, this order for figuring out damage: %WD > +WD > %ED > +ED. so if you had each of these on your MH, the damage would look something like this.
weapon does 1000 points of damage.
1000 + 100% WD = 2000 + 5000 WD = 7000 + 100% ED = 14,000 + 5000 ED = 19,000 Damage total. this is just an example. if your weapon damage is around 5k, then the +WD & +ED are just as good as the %WD & %ED. but if your weapon damage is around 15k or higher, the %WD & %ED are better.
