To get high quality items (25%), you use emerald 25 times on an item or more to get 25% item quality.
If you’re talking about high quality crystals (ultra rare crystals such as Jasper, Zircon, Garnet, Ruby, Amethyst, Obsidian), you can find them at any floor but the highest floor to find those crystals are floor 500+ as it’s more common to get rarer crystals. Also, you can get high rarity crystals by converting Eternals or Crystal Legends with 500,000 gold cost and by buying the Jasper Icon crystal for 5.43 million gold.
