Does a 62% damage on other specials make it worthwhile?
I’m thinking of adding time warp to my rogue for added mainhand damage, but wonder it replaces not being able to improve it via hero points.

Of course, not. Why would anyone create something that makes hero points useless? How can +62.5% compare to +200% damage + several other effects?
Time Warp + Identity is still viable for Rogues as well, even though it can’t be improved via HPs. Give it a try
