first you need a second Character Slot.
then you need to decide on an Ascending Build, Floor Climbing Build, Farming Build, or PVP Build.
it might be best to make a Farming Build, that way you can get what you need for the other three Builds.
if you do a Search 
for Rouge Builds, you should find lots of good posts for inspiration.
