If I have a buddy that has a perk it will still be on effect together with my main character? Or I need to play the buddy one so the perk will be on effect?

Perks are only activated on the main character and will be effective for both characters.

Dealer Perk is the only one that will work on the Hireling if it isn’t on the Main. and it wont work on the Main either if it’s only on the Hireling (I tested it). I did a test that I put Dealer Perk on the Hireling for more Gold selling things from the Hirelings inventory and Fortunate Perk on Main to pick up more Gold and find higher Tier Items with +5 Yard Pick Up Radius.
