Hi, what does quality do for? Ive been wondering whats that for.
If I can recall correctly, having a high quality Equips will have a higher chance to get max roll on affixes.
It also increases base damage of weapons and base armor of chest, helm, etc.

Item Quality goes from -10% to +10% from random loot drops (I have only found from -6% to +8% so far), and can go up to 25% using Emerald Crystals. +50% automatically for Eternal Items. plus what @LK_Stradmore said.
