Sorry, I should have been more specific. This is totally dependent on what your off hand item is and does.
If you open the inventory page, then press on the stats tab, the very first section you see on the right will say “Offense”.
If you press on the grey <- and -> arrows it will cycle through each of the attacks your character can do and will break down each of their stats.
This way you can check for each different off hand item.

i found out attack speed does affect toss
did an experiment with a stop watch and found out i spent all my mana faster by having attack speed than having no attack speed
