it is meant to be that way, steiger said that it is to prevent abuse, to motivate player to hunt more citrine, why would you hunt more citrine if you already has desired talent?

just imagine, you only need 4 citrine per character, 6 amethyst (probably) or 36 ruby (probably) or 36 obsidian (probably) and then, the game is dead.
