Welcome to the forum @D-Generation. The item you posted above is depicted that way when looking at a players items that is in the Eternal Division of PvP. These gears are not viewable to all players if that player is in the Eternal league - the exception is if the player in the Eternal Division uses an Eternal legend or Eternal pet (eternal items will be viewable by all players). For players in Mythic and lower divisions, you will be able to view your opponents gears unless you are playing against an Eternal Division opponent. Hope that clears it up a little.
